Does my daughter have lice or dandruff?

My daughter got out of the shower tonight and when i started brushing her hair these flakes started coming out of the brush. I looked through her hair and she has alot of flaky shavings in the top of her strands in the back of her head , i am a nervious reck at this point. she is only four and i am not sure if she has lice b/c i havent noticed if she was itching lately, but even if she was dry skin itches too.her flakes look like flakes they are not all that round it just scares me b/c it is all at the bottom of her head but i dont know where dandruff starts either. please help if you can.
