Do the runners advance if the baseball gets stuck in the back stop?

this happened when i was pitching i threw the ball in the dirt and it bounced over my catcher, the ump said it was a dead ball and the runners (who were on second and third) got to advance on base. and it happened again but this umpire didn't say it was a dead ball
