How do I make a new TRON LEGACY costume?

It will be pricey, it will take time...but how should i go about making an light up tron costume? I'm not talking about the original costumes, I'm talking about the new ones from the upcoming disney release? I'm not looking to half *** it with glow in the dark tape okay people? haha thanks!
