Which Canon t2i value pack would be more worth my money?

First, are you sure you will use the HD video funcation of the t2i? If not i'd go for a 40D instead, a much better camera. If you are really set on getting the t2i get the 55-250 lens, it is rated much higher then the 75-300. Personally i'd recommend a prime lens, as it allows you to shoot in lower light and get a super bokeh on your pictures. Remember a camera is only as good as the gl you use with it!
